Using the manager I noticed file progress for the same files stalls at 60.76% every time. I've tried numerous times to reset things but this same file will start downloading then stop at the same place.

Download stalls at same percentage

Some more information might help.
Which of your 5 computers have the problem?
What kind workunit is it trying to download? S6CASA, BRP4, BRP5, FGRP?
What is the name of the file?

Only the owner (you) can see

Only the owner (you) can see the friendly name (plex) of your computers. The rest of the world have to use the ID number.
Could it be that "plex" is the Arm processor one? I know that S6CasA tasks are very large on disk (it is using 20GB on my Win7 machine) and the Arm machine reports "only" 3.5GB free disk.
It might be a good idea to check free disk space and disk space available to Boinc on the machine with the problem.

? The only applications the project has for Arm processors is for BRP, there is no CASA application for Arm at present.

ARM is another computer I use

ARM is another computer I use without any issues....

this post is regarding non-ARM system. One of the other 5 claggy.

Issue seems to be around the system & IP address (global outside IP, the one einstein will see). I reinstalled boinc, used a different IP (by changing ISP) and kept getting deferred. When I use original IP address again, every downloads as if new but download stalls on the same files at the same spot in the download.

I know, that post wasn't replying to you, it was replying to Logforme who was making faulty assumptions.

Not an assumption, more like a question. Now we know which computer is having the issue.
The last contact log from the computer ends with this:

2014-07-28 01:09:16.4307 [PID=6314 ] [debug] [HOST#11475188] MSG(high) Resent lost task h1_0922.05_S6Directed__S6CasAf40a_923.05Hz_247_1

2014-07-28 01:09:16.4307 [PID=6314 ] Sending reply to [HOST#11475188]: 2 results, delay req 60.00

I don't know enough about the Boinc network system to know where to go from here.
It looks like we need more information about the download itself. I don't know what log files to look at to try to narrow it down.

this is from the event log.

this is from the event log. after having tried numerous changes on the host itself....

Project communication failed: attempting access to reference site
Temporarily failed download of einstein_S6CasA_1.09_x86_64-pc-linux-gnu__X64: transient HTTP error
Internet access OK - project servers may be temporarily down.

all other project files download fine during this same time and continue. There are many 5MB files that continue to download while the main 21MB file stalls

its only this file that stops at 60.76% every time.
