Very unlikely to be.
You are just unfortunate to have slow partners at the moment. There's nothing you can do about it and it's not actually a problem as the system will handle it eventually. Don't let it bother you :).
If it's any consolation, many others are in exactly the same boat :).

Have a look at this WU. Bruce Allen (Project Developer/Scientist) had it issued on 24 July, and returned it very promptly on 25 July. It's been pending ever since: three timeouts and an error. Finally reached me about 20 minutes ago, so he'll get his credit in a couple of days time.
Happens to all of us....
